Translation:

To Caecilius Proculus; the Lucii Silii Plautii Haterianus Blaesilianus and Amicus Haterianus Gavilianus, Proximus, heirs by succession, erected this in accordance with the will of Sentia Caeciliana, with permission of the most splendid city council.
