Translation:
(In honour) of Heraclius.
To a most worthy citizen, a most innocent youth, Titus Flavius Vibianus Junior, pontifex (priest), duumvir, son and colleague of Titus Flavius Frontinus Heraclius, presenting when still a child, the kinds of delightful shows, no less than his father; set up by the vote of the people and decree of the city council.
