Translation:

To the enlarger of the Roman World and preserver of the public affairs, our lord Flavius Theodosius, Pius and Felix, always Augustus; the city council of Lepcis Magna set this up, devoted to his divine power.

Commentary:

l. 6. Augustus. Probably Theodosius I, Augustus 379-395, rather than Theodosius II, 408-450.
