Translation:

(In honour) of Flavianius. To a man thoroughly experienced in all virtues, of natural clemency, and outstanding in kindness and patience, a most just conductor of trials, of outstanding innocence, Magnius Asper Flavianus, excellent man (of equestrian status), governor of the province of Tripolitania; the Lepcimagnensians on account of the affection he has shown to them and the integrity of assessment well known to them, set this up to a most worthy patron, as a perpetual testimony to his fame and glory.
