Translation:

(In honour) of Heraclius. To a most benign man, a leading citizen most prudent and upright, Titus Flavius Frontinus Heraclius, excellent man (of equestrian status), augur, priest of the Laurentes of Lavinas, duumvir, on account of his exhibitions of a variety of pleasurable shows, the admirable public games that he organised and his incomparable love for his fatherland and fellow citizens; (erected) by a vote of the most peaceful people and a decree of the most splendid city council.
