Translation:

To emperor Caesar Lucius Septimius Severus Pius Pertinax Augustus, father of the country, holding tribunician power for the fifth time, consul twice, acclaimed victor eight times, saviour of the world, on account of his conscientious treatment of them, in public and in private, the Lepcitanians publicly.
