Translation:
To [the restorer] of the world [·· ? ··]and of the public affairs,] most provident and most glorious [Emperor] Caesar Flavius Constantine [·· ? ··] Augustus], chief [priest], holding tribunician [power for the ? time [·· ? ··]]
