Translation:
To Emperor Caesar Publius Licinius Gallienus, Pius, Felix, Augustus, our lord, [chief] priest, holding tribunician power for the fourteenth time, consul [for the sixth and designated] for the seventh time, father of the country, proconsul, [and Cornelia] Salonina Augusta [wife] of [·· ? ··] Gallienus Augustus; the people of Sabratha (set this up) publicly.
